simply wondering if these 28mm heads would fit characters in inquisitor

Well, they're space marine heads, so are a bit bigger- but a marine head still isn't much bigger than a 54mm fist (and no, I don't mean a Khorne Bezerker fist), but they may be good for other things - like part of a partial mask, or something similar.
