For an NPC in my campaign with my other characters (see these threads http://www.the-conclave.co.uk/forum/index.php?topic=1255.0 [url][http://www.the-conclave.co.uk/forum/index.php?topic=1246.0/url]) i have plans for an untouchable made from the deamon huntress model, help is required for details.

What sort of help?  What sort of Untouchable?

Be wary.  If one amongst a million might be a psyker, only one amongst a billion is Untouchable and, of those, a much, much smaller number has what it takes to participate in the Battle for the Emperor's Soul.  No one doubts the usefulness of such creatures when they can be found, but they do tend to turn up with astonishing regularity for such rare beasts.

I plan to have the campaign in the helican sector (half way through the Eisenhorn Omnibus) so the distaff becomes an oppertunity (obviously not using bequin in 997. M41)

Unlikely at all. Bear in mind, the whole Eisenhorn trilogy runs from about 240-390.M41 People, even Inquisitors, just can't live that long. Eisenhorn would be long dead, and his assets broken up and/or lost.

Why does it have to be the Distaff, as opposed to some other Inquisitor who has accrued a small number of untouchables (although its unlikely to be more than half a dozen total).

... Er, I'm not familiar with that scale.

it seemed to stand to logic, that with things like A level and below Psykers, you would get A level and below "anti Psykers".

This is what you're looking for - from Alpha Plus to Omega Minus.

And I didn't say anything about that. I said that Eisenhorn would be long dead in 997.M41, and his resources would have been broken up.

Resources don't tend to hang around without the Inquisitors that upheld them. They either get forgotten, as many parts of them will have been kept hidden, or broken up amongst the Inquisitor's friends and allies. Something as valuable as the Distaff would have been much fought over by said allies and eventually split several ways.

Even if it still included individuals who had once been of the Distaff (who would be really old, given the likely time since Eisenhorn's death), it would still be organisations other than the Distaff.

Nothing too major then.

To quote from my own Upsilion character - whose psi-negativity manifests as a weak link between mind and warp. This dims her perception of the warp (even relative to the obtuseness of a normal human) and provides some resistance to telepathy:
If any telepathy power (harmful or beneficial) targets Gio, there is an additional -20% penalty on the psychic test. Additionally, Gio must re-roll any failed Willpower test she is allowed to make to resist the effects of a telepathy power.
Additionally, she treats Terrifying as only Fearsome*, and is immune to effects of "dread auras". Daemons are at -20% to detect Gianna by sight.

*Because I see Terrifying as "Fearsome boosted by a psychic aura of fear", which she can't perceive.

Moderately useful in game, but not powerful enough to protect anyone else in the vicinity. (You'd need more like Psi for that).
S.Sgt Silva Birgen: "Good evening, we're here from the Adeptus Defenestratus."
Captain L. Rollin: "Nonsense. Never heard of it."
Birgen: "Pick a window. I'll demonstrate".

Ah, i think phi level would soot her better, if i use the model in a warband i will use similar rules to the ones suggested.

an on-topic query, just how rare are Untouchables, Blanks and Pariah anyway?

See PrecinctOmega's post.

Like Robey, I figure about one in a billion births for the various varieties of strong psychic null (weaker versions will be more common, although still freakishly rare).

However, while this still sounds like quite a few (perhaps a hundred, even a thousand on a busy hive world), this with the inherent caveat that they are much harder to detect than psykers, generally relegated to the dregs of society and something most people don't bother looking for (Not being a threat to the Imperium like psykers.)
Not to mention that many don't make it to any real age, being killed by others who ironically believe their unpleasant aura is the stuff of sorcery and forbidden magicks.

Much, much less than one in a billion would be part of the battle for the Emperors soul, and even less Untouchables of the level you're attempting to implement.  ::)

Definitely. However, for argument's sake - how many Inquisitors in the universe do you think there are compared to regular humans? About the same, I'd wager, yet we see them a lot in our games. Just because something is rare in the 41st millennium, doesn't mean it isn't good to include in your battle for the Emperor's soul. If you have a unique and interesting character concept that is an untouchable, I see no reason why you can't include it in your games. The whole idea of Inquisitor is to explore pathways you might not necessarily tread in 40k...

Oh, absolutely! The issue I have arises when he attempts to introduce 4+ omega-or-near level pariahs in the same region, at least two of which are Inquisitors and one an Inquisitor Lord.
