Through some quirk of history and an economy focused on orbital shipyard's the real leaders of Solshen are the semi-elected Ombudsman, ruling in the name of the Navy, who's actual personnel have little time or energy to devote to a small populace kept happy by running there own affairs. On Solshen XIX's all politics are street politics. Politicians and Administrators must justify their decisions in the streets, either speaking themselves or sending hired speakers to justify whatever the new policy was. If a wealthy Ombudsman or wealthy corporation needed to sell the public on something, that was how they had to do it.

However, many of the wealthy class (The business leaders and Ombudsman), had little taste for street politics. Difficult and dangerous, it took skills they did not posses, so they would hire Gerant Oskar, the educated son of a shopkeeper. A professional speaker, his talents also had to include an innate sense of when a crowd would become a riot, and when to get out. He was a gifted speaker, but his true talent lay in his ability to read a crowd, always knowing what they wanted to hear, how to enrage them, and how to calm them down. So well could he read a crowd in fact, that people started to whisper of witchcraft. Having nothing to hid, Oskar willingly went to be testing, hoping to put to rest rumors of an unhealthy ability.
Unfortunately for Oskar, the rumors, mostly by chance, were correct, and he had some small and latent telepathic powers. So, at the age of 24 Gerant was taken from his planet to be trained in the mysteries of the pysker. Lucky for Gerant, he posses the requisite mental fortitude to not be executed outright. His talents lay almost exclusively in shallow readings, as is common in weak pyskers, of large numbers of people, something that generally takes a far stronger pysker. Hearing of Gerant's potential, Inquisitor Malgado snatched him up at completion of his training, and Oskar has served under him ever since. Oskar's ability to read a crowd and as an orator are somtimes useful to Malgado, but not as often as his skills at getting out of trouble, and managing riots.

Equipment: Revolver (manstopper amo), knife, power knife, Semi auto Shotgun (scatter, spray, and Bean bag shot all available, obviously not carrying thm all with him. I'm going with he's used to these from dealing with riots, although gun's are not his primary occupation.
Pysker Powers: Mindscan, Telepathy, Embolden (can use them on large groups within reason, honestly that will mostly be role played)
I'm aware he's going to be of minimal use in game, he's not to useful at the killing and has pretty weak powers. I'm not sure what armor to give him, if any, and I'm a little hazy on the process of getting trained as a pysker, any feed back is welcome though!
Psyker training takes a long time, and can have a whole range of effects - check the "Sanctioning Brand" article from Dark Magenta, or the first Dark Heresy book. I'd suggest adding the ordinary power "Demagogue" from the Recongregator SB, it seems almost custom made for him.
I might be tempted to lose some of the weapons, or make it clearer that he's only carrying a few at a time. The power knife can potentially go away, and Ld 85 strikes me as abnormally high*; I'd lower that to high 60s or low 70s and give him some leadership-related talents (not Leader; have a look here (http://carthax.wikispaces.com/Special+Abilities) and pay attention to things like Demagogue and Silvertongued, as well as some of the conversation-related abilities (http://carthax.wikispaces.com/Additional+Rules).
Besides that, all your stats are divisible by 5 -- mix it up a bit with some more numbers that don't end in 5 or 0.
*The highest Ld stat in my own collection, belonging to an ancient and venerable Lady Inquisitor that's now about 300, is 81. Keep in mind that Ld 80+ is supposed to represent the ability of a particularly authoritative and/or charismatic Inquisitor or military general.
