Title: 30s/40s gangsters in 40k???

Ok so having plated and completed Mafia II on 360 ive once again got a fetish for the dapper suited tommy gun carrying characters of the 30s n 40s...but how can we fit them into our games?
Id like to have a world much like our own during that time...but how would it work?
I mean what would it be classified as etc etc?

Developing World

These worlds are split into geographical areas with widely varying levels of advancement and culture.
