Inquisitor Cornelius Khar

This is part of the background for one of my main inquisitors and his rules, things still need some work so I'm open for suggestions. The background will be expanded upon.

Cornelius Khar was born little over two hundred years ago on Braslar. He was a member of the merchant elite and received a good education. All went well until the peasant underclass rose against the landowners under the banner of rights and lower tithes. The planetary defense force was mustered to suppress the revolt but they lacked the strength as many members had defected to the rebels. The Khar family was especially hard-hit and were forced to flee from the danger to the capitol which remained in the hands of the merchant dynasties. The young Cornelius joined a band of young men which formed a militia to defend their families against the rebels. His charisma led him to command one of the sub-units, they called them centuries although they consisted of only a dozen.
This band of wealthy sons was kept as a reserve, the real troops did the fighting on the frontlines. Then the rebels forced a breakthrough and the young men had to actually fight. They had bravery but little skill and suffered horrible casualties. They were forced to fall back, or actually, most fled in panic before the onslaught followed by the few who were brave enough to fight.
The rebels butchered those loyal to the old regime but in their vengeance allowed many to escape into the citadel. Here calls for reinforcements were sent out. In privacy the young Khar prayed to atone for his perceived cowardice. He prayed and fasted for days until he saw a vision and knew what to do. He took his sword and castrates himself. The wound was quickly closed but ever since that day he has been unyielding.
Outside the citadel was under siege but as it was heavily armed the rebels could not penetrate it without a long siege. They however were advancing slowly towards it and all knew that the ending was inevitable. Cornelius went outside and started to preach. Only through the Emperor could they triumph. They should set aside worldly concerns and live only for Him. He gained some followers and quickly those who were known to be most decadent burned on pyres. This however was not all he did. He also organized covert attacks on the rebels to delay their siege operations.
The siege lasted longer and longer until bright lights burned in the night sky. The Imperium had arrived. Many regiments of the Doristor Fusiliers landed around the city and broke the siege. Then multiple landers came to the ground in the middle of the citadel. Out of them marched black-armoured storm troopers bearing no markings. They ordered that the entire population was to be assembled. Then Inquisitor Semplice emerged from one of the craft surrounded by holy Battle Sisters. Through sound amplifiers he spoke to the crowd: "I have come to you, not only as your savior but also as your judge. You have failed in your holy duty to your Emperor and for that you will be punished. You however have not turned from His light and therefore shall be forgiven. You will lose all your possessions, all your titles, everything you ever had. The Emperor however spares your life. You shall labour under another sun, through your work you may redeem yourself."
All who were in the city were rounded up, sterilized and sent on a ship to work in the mines of Meinong. Only Khar was kept apart. He was taken to the inquisitor who took him as an acolyte.
Khar remained by his master's side for years until he was promoted to the rank of full inquisitor at the age of sixty-seven. He has since then gained in influence and power. Now he is counted as the foremost inquisitor of the Doristor sector. He rarely works in the shadows anymore. Instead he uses his interrogators as agents who find heresy for him to strike down in massive displays which serve to cow the population into submission. He is widely feared and has survived multiple attempts on his life. Forty years ago he became even more thorough and brutal in his methods. On Hastis III a daemon cult had risen and the agents he had dispatched to destroy them failed in their mission. The cult summoned creatures from the warp and unleashed dark powers on the world. The only resort he had left was an exterminatus. He wept as the cyclonic warheads struck the planet wiping it from existence. In those moments he killed thirty-eight billion people. It has prompted him to never show even a hint of compassion because every unpunished heresy could require another such event.
Cornelius Khar looks like a fit man in his late sixties. He is actually over two hundred years old but has been kept young by his rejuvenation treatments. Many parts of his body have already been replaced by bionics but he has insisted on his face remaining completely of flesh. This because he believes that people are more likely to take him as an example when he seems to be human. He as short-cropped grey hair and is quite pale. He has honest eyes which lead many to trust him and is a great preacher. He understands that psykers are a valuable tool but any other mutant is a complete abomination to him.
Sometimes he wears an ancient suit of power armour which he inherited from his old master. It is thousands of years old. The armour is immensely heavy and reduces his speed. He however does put it on for public displays and on the rare occasion that he knows he will walk into true danger as it is a tiring procedure to put it on.

Power Armour:
This is an immensely heavy and cumbersome suit of armour. It is not as well-crafted as those of the Adeptus Astartes. Khar wears either the power armour and the equipment detailed below or he is equipped more lightly as above.
When Khar wears his Power armour he may not run or sprint. He loses 10 from his Weapon Skill but gains 30 points of strength and the Nerves of Steel ability as the armour is too heavy to seek cover in anyway. It gives him 10 points of armour on all locations and he is equipped with a power hammer and an armaplas shield.

your armour values seem a little low; carapace armour is 6, and you only have 5 as the max for a power armoured character?

Oops, I made a mistake. The  armour values for the power armour will be added in in a minute. I have two models of him, one in power armour, the other in lighter armour.

This is the basic background and the rules for one of the inquisitor's 'companions'. His arco-flaggelant.

Eusebius 237
This arco-flaggelant once was a cleaner on Meinong IV. While doing his work in one of the many side chapels of the great cathedral of Santa Aurelia he knocked over one of the statues of the saint. He was arrested for his heresy. He was convicted to arco-flagellation because he showed the expected amount of regret when he begged for his execution. Years later when inquisitor Khar visited the planet he was presented the arco-flagellant along with several other gifts in recognition for his service to the church.

This drug greatly increases the ferocity and strength of those it affects, it does however have the nasty side-effect of causing the heart to give out.
The recipient gains +8D10 strength but loses D3 from his damage total every turn the drug is used. This damage cannot be recovered.

And here's another one of the characters.

Father Piclas
Father Piclas once was an ordinary priest with a parish in the slums of Mler. He was sent there because Mler used much mutant slave labour and he preached that there should be no mercy whatsoever for mutants. He was popular with his flock and when the mutants revolted they turned to him. He had little to offer except for his sermons. They lacked weapons and the training to use them but nevertheless he inspired them to remain and defend the Emperor's church using household tools. The mutants stormed the church and it was a slaughter. The faithful were butchered and Piclas was taken alive as a trophy.
Piclas was tortured by his captors who went as far as crucifying him, nevertheless he kept preaching about their evil. He was freed by inquisitor Khar who admired his persistence and faith. Khar offered him a place as his personal confessor and Piclas gladly accepted to further spread the faith. Since then he has retrieved a small reliquary containing one of the teeth of saint Dyonisius the Unyielding while aiding in the investigation of  a sect with deluded beliefs about the Emperor who worshipped the saint as an equal of the Emperor.

Sudarshana Wenorc
Sudarshana Wenorc was one of the librarians of Mamnides guarding the library's vast collection of tomes against the ravages of time by faithfully copying them and studying their contents. She did this duty for years until her aid was requested by inquisitor Semplice to recover the diary of Gyges. She did this very efficiently and worked in his service for many years. After her master's assassination by one of inquisitor Khar's agents she was tested for purity by him and he took her in his service along with some other associates of the radical inquisitor. Ever since she has served as his archivist and personal scribe. She carries two quills with her, one white and one black. She uses these for recording the verdicts passed over those captured by Khar. The black quill marks the names of the guilty and the white those of the innocent. All these names and the crimes they are accused off are recorder into a large tome called the Codex Heretici Doristor which is carried by a cherub. She also carries a speaker pole with which the volume of the words of Khar is magnified.

Rights? Surely they already have all the rights they need... They have, after all the right to die in the Emperor's name.

An oblique way of putting it perhaps but I find the idea of riots for workers' rights somewhat awkward - the average Imperial citizen has no substantive rights, not human, not workers, with the above exception... So where would they get the idea that they had any entitlement to such rights?

I think I have misphrased it a bit, their demands were on the lines of a little more food and perhaps even some free time. A clear sign of heresy and corruption of course.

Well, the small chance of success wouldn't neccessarily prevent an underclass rebelling/rioting, especially if the local pdf was less than sufficient to keep them in check.

The Imperium is also deeply federal in nature.  There would probably be little sympathy for a ruling class that managed to get deposed, and so long as the new order swore loyalty to the emperor and coughed up it's tithes, even workers rights might be tolerated.  Depending on the world, the higher echelons of imperial society could easily remain ignorant of such an event. 
I had better point out, that some of the clubs I represent are of a military bent.
