Personally I think his toughness is rather high for his size, so that will need justifying.

Me... less so.

While he is a dwarf, there has to be some nod to playability and I find that less than T40 makes most characters very fragile. While ~30 might seem quite generous for a dwarf, any less and you probably wouldn't want to use the character because of their interminable frailty.
