Carthaxian Conclave?

Conclave, 

Having seen mention of this group a fair bit, and being of somewhat a lazy disposition (:P) to search for all the details myself, what are the basics of the Carthaxian Conclave? I assume it serves the Carthax Sector, and I know some Inquisitor Lord or other is to be the focus of the next =I= Tournament, but I'm otherwise in the dark about it. So...

1. Who heads it (un/officially?)
2. What current threats is it facing? Alien invasion, factional civil war, Chaos incursions?
3. When is it set (present day, i.e. during 13th Black Crusade?)
4. Where is it located? (The Sector as much as the Conclave's base of operations)
3. How is it organised, if at all?

It's basically just a way for us to link our character's stories into some sort of structure - it's a pretty loose framework for players to use as they see fit.
I like to remember things my own way... Not necessarily the way they happened.

To answer these two questions, as they're not necessarily attended directly in the specific thread:

2: No specific threats. Players can theoretically go in any direction. Aliens, heresy, Chaos - anything they like.
3: Conclave present Day. i.e. 39000 years in the future - currently 010.M42
S.Sgt Silva Birgen: "Good evening, we're here from the Adeptus Defenestratus."
