 i. All stats are /10 because it's pretty and they're just base stats anyways.
 ii. This is the first draft, so tell me how bad it is.
 iii. Wonderland references have something to do with a story i'm working on.

   Inquisitor Ross Seik was once the apprentice of the renowned Inquisitor Lord Wen Taverns of the Ordo Hereticus, and one of the few who survived the kidnapping of the entire sector conclave. Rarely seen from his chambers, he is well known as one who hides behind curtains and smoke, by no means metaphorically.
   Many say it is rare indeed to see him present himself, and rarer to see his real face. Unbecomingly shy, he is nevertheless well known as a devoted Thorian, even claiming to many to one day be able to resurrect all of humanity. Fortunately, such claims have escaped the eyes and ears of Terra, with the few Inquisitors having heard of such blasphemous claims proving to have quite insufficient evidence.

   Little is known of the meat puppet known only as "Death". It is rumoured that, long ago, he was the Puritan Inquisitor Lord Wen Taverns of the Ordo Hereticus, who had once been at the forefront of the many campaigns made against the Thorians. It is said that while visiting the Forge World Pandemus IV he had mysteriously disappeared, along with the rest of the conclave situated at the sector. Only the few Acolytes situated in the nearby worlds were fortunate enough to be uninvolved. What had become of those that were, however, was unknown. In the few letters sent to Terra recovered from the hands of those presumed dead, this much was known: A black shadow bearing the seal of the Inquisition lived beneath the sewers, experimenting upon the dead, presumably in everlasting attempts to bring them from their graves.

   Inquisitor Ilyia Evans was born not long after the Chaos horde landed upon the gates of Cadia, from her early years to her adulthood little is known, as all records have been destroyed from the files of the Imperium. However, it is certain that she once served under the radical Inquisitor Spinoza as acolyte and scribe, in the years before he was declared excommunicate for "cleansing" entire worlds to find a host for the God-Emperor. Once again, the events that followed the assassination of the Inquisitor, as with all assassinations, has been erased. However, when Evans was found again, she had become a full-fledged member of the Ordo Xenos, a dedicated destroyer of the aliens whom she is unable to see eye to eye.
   Rumours continue to circulate however, of her being a potentially dangerous psyker as her master once was, demonstrated by her apparently constant knowledge of the whereabouts of any one sentinent being, known to fire off random shots into the crowds in broad daylight, then turning corpses over to find them assassins sent by more puritan factions.
   In battle, Evans is steadfast and resolute, cutting down the enemy one after another with joy, priding herself on the skill she displays with her blade, a Phase-Metal rapier reconstructed from a C'tan Warscythe recovered from the ruins of Pavonis, and the speed in which she sends it into the aliens' torsos, leaving their bodies little more than dry husks, their organs liquified.

   Doll was an Sergent of the Cadian forces at the time Abaddon launched his thirteenth crusade, and one of the few who survived it. A scout sniper originally, he was forced to take shelter as the daemonic, Power Armoured freaks moved past. With him, in the stifling underground, beneath the dirt the warriors tread, was a little girl he had salvaged from the ruins. Quiet with constantly darting eyes, she rested in his arms. As the God-Emperor, would have it, he found a passage through the intricate tunnels that led to the basilica itself, and with this grand twist of fate, he survived the war, losing only an arm, caught under the falling debris.
   Since the unlikely incident of his surviving the crusade, it had been almost an entire century. The Imperial Guard had deemed him unfit for battle and given him retirement, and with the little cash he had saved up he was able to successfully acquire rejuvenates by the dark artisans of the underworld. Seemingly 25 again, one summers eve the ex-sniper opened his door to find a robed girl standing in the door way, claiming to be of the Inquisition, and demanding his service. Bewildered, there was little he could do but be interred to her retinue.

   C'tan Phase weapons bypasses armour and non-organic terrain. A Phase weapon can destroy all other weapons including Power, Daemonic and Force weapons, which can be saved with successful Willpower tests. Characters using a Phase weapon can never parry attacks made by mundane weapons (due to the absence of life-energy in metallic structures). As such, characters hit by a Phase weapon on a body part completely replaced with bionics (i.e. there is no remaining organic tissue) has all damage made against it nullified.

**Puppeteer
   A character with the Talent 'Puppeteer' owns a 'Puppet'. Each 'Puppeteer' may use only one 'Puppet' in any game. A 'Puppeteer' may not switch 'Puppet's at any point in a game. A 'Puppet' will never act unless commanded by his 'Puppeteer'. A 'Puppet' functions exactly as a Hunter-Skull for the 'Puppeteer'. A 'Puppet' is technically a stimm filled corpse and as such has no mental values and is not affected in any way by mental powers and tests, nor will it suffer from negative effects from stimms. The character may elect to give up an action in his turn while stationary and allow his 'Puppet' to act instead. Should the Character lose the use of one hand, the stats of his 'Puppet' is halved. Should the Character lose use of both his hands, his 'Puppet' is considered dead. The GM should determine whether or not the opposing characters recognize the 'Puppet' as one.

   Since everyone seems to think the rulebook overpowers the characters, I referred to the guide given by http://www.the-conclave.co.uk/forum/index.php?topic=162.0, comments and (helpful, insightful) critiques please.
